True Positive brings together monitoring center operators, security integrators, and technology leaders to examine how the industry is unifying fragmented systems, scaling without proportional headcount, and turning AI from a buzzword into a measurable operational advantage.

  • The Monitoring Center Staffing Crisis Is a Technology Problem (Not a Hiring One)

The Monitoring Center Staffing Crisis Is a Technology Problem (Not a Hiring One)
    Sep 17 2026
Host Blake Ballard, Technical Account Manager at Actuate, goes solo this episode to make an argument directly: the operator staffing crisis in alarm monitoring central stations isn't fundamentally a hiring problem. It's a technology problem.Blake opens with a structural fact most people in the industry don't know: there is no clean Bureau of Labor Statistics category for a central station alarm monitoring operator. The job gets folded into "security guard" or "dispatcher," neither of which fits, a sign of how invisible this workforce is to everyone except the people trying to hire and keep them.He builds the case using industry data, a direct quote from Whitney Doll, CEO of The Monitoring Association, who named staff recruitment and retention the industry's number one challenge, and his own experience sitting in the operator's chair. Blake then makes a deliberately narrow claim about where AI actually fits: not as a replacement for human judgment, not as a fix for burnout or wages, but as a way to change what an already-stretched team spends its time on. He names his own stake in the argument directly (he works for Actuate, which sells AI triage software) and states plainly what AI does not solve.Key Claim"The staffing crisis in monitoring centers isn't a hiring problem, it's a technology problem." - Blake Ballard, Actuate- The Monitoring Association's own CEO, Whitney Doll, has called finding and retaining qualified operators the industry's number one challenge, in an interview with Security Sales & Integration.- There is no Bureau of Labor Statistics wage category that precisely matches a central station alarm monitoring operator. The two closest available proxies: security guards (median annual wage $38,370, per BLS) and dispatchers other than police, fire, and ambulance (median annual wage $46,860, per BLS). Neither is an exact match; both are cited here as the closest available imperfect data.See Actuate live: actuate.aiGive us your hardest site: info@actuate.aiKey Insights:The Operator Workforce Is Statistically InvisibleBlake opens with a striking observation: in most states, there's no clean government data on what a central station operator earns because the role gets folded into "security guard," "dispatcher," or other adjacent categories in the Bureau of Labor Statistics. It's a symptom of how under-recognized this workforce is by everyone except the people trying to hire and retain them. When an entire job category doesn't cleanly exist in national labor data, benchmarking wages, forecasting shortages, and building career pathways become harder. For monitoring center executives, this means the industry can't rely on external labor market signals the way other sectors can, which puts more pressure on internal decisions about compensation, training, and technology.Licensing Is the Hidden Tax on Every New HireUnlike many entry-level operations roles, alarm monitoring operators face real licensing and certification requirements: often state-specific, and often layered on top of CSAA-level training for burglar and fire alarm handling. Blake is careful not to oversimplify the requirements, but the point stands: you cannot simply put a new hire at a computer and hand them an online course. The result is a training environment Blake describes candidly as "trial by fire," which compounds every other pressure on the workforce: turnover, burnout, and the time-to-productivity of every new hire."Hire Your Way Out" Isn't a Working Strategy AnymoreBlake references Whitney Doll, CEO of The Monitoring Association, who called finding and retaining qualified people the number one challenge facing the industry — not one of several, the number one. Combined with security guard median wages around $38,370 and dispatcher wages near $46,860 (with 162,000 annual openings driven by attrition, not growth), the math for monitoring centers doesn't work the way it used to. Blake is blunt: even $25/hour isn't enough for what these operators are asked to do. The traditional lever of "add headcount" is getting more expensive and less reliable every year, which forces the conversation to shift from how many people to what those people spend their time on.The Honest Case for AIThis is the section where Blake deliberately slows down. As someone working for an AI triage vendor, he refuses to make the overstated claim that AI solves the staffing crisis. AI doesn't fix burnout, doesn't fix low wages, and doesn't replace the judgment a trained operator brings to genuinely ambiguous calls. What it can do — and what Blake is willing to defend — is change what an existing, understaffed team spends its time on by removing alarm traffic that never needed a human look in the first place. That's the difference between an honest technology conversation and a sales pitch, and it's the frame monitoring center leaders should apply when evaluating any vendor.

  • The False Alarm Crisis Nobody Has Fixed: Alarm Fatigue in Monitoring Centers

The False Alarm Crisis Nobody Has Fixed: Alarm Fatigue in Monitoring Centers
    Sep 1 2026

Blake Ballard, Technical Account Manager at Actuate, sits down with Glen Carter, President of Clear Response Monitoring, to talk through the false alarm crisis and alarm fatigue that have quietly defined video monitoring for over a decade.

Glen and Blake have an unusual shared history: Glen hired Blake as a video operator years ago at Global Monitoring Solutions and mentored him through the ranks, which makes this one of the most candid conversations on record about what monitoring center operations actually looked like before AI video analytics existed.

Glen walks through the early days of video monitoring, when 95 to 98 percent of alerts were false activations triggered by shadows, spiders, weather, and wildlife, and unpacks the hidden costs that never made it onto a spreadsheet: operator burnout, turnover, dealer credits for missed events, and the server and CPU strain of processing constant noise. The conversation also covers how repeated false dispatches eroded trust with local police jurisdictions (AHJs), and how Actuate's deployment on Glen's single worst-performing site produced a 90 percent reduction in false positives within 72 hours, as described on-record by Glen in this episode. Glen and Blake close with a clear-eyed take on what AI still can't do: make the final human judgment call on dispatch.

About the Guest: Glen Carter, President, Clear Response Monitoring

Glen has spent over a decade building and operating wholesale central stations, beginning with the launch of Global Monitoring Solutions in 2012. He was an early adopter of video monitoring, deploying his first video services in 2013, years before AI analytics existed, and later became one of Actuate's earliest central station customers.
