The Locket, The Valise, and the Quarantine Officer's Secret

A sealed death certificate washed ashore two hours before the issuing ship docked, attached to a valise containing a silver locket and a bank draft-evidence that something reached Dunmore harbor ahead of the manifest. The quarantine officer who filed a claim on the draft had also just declared the passenger dead while the ship’s physician had cleared her two days earlier; who manipulated the paperwork, and why did the valise arrive before the ship?

In this episode, we tell the documented sequence of events around a disappearance, the conflicting quarantine records, and the clerical trail that reopened the case; how did a records clerk and a single detail in the supply manifest overturn an apparently closed death?
