Garrity discusses Pennsylvania’s spending, the state’s growing budget deficit, alleged Medicaid fraud and the challenges facing small businesses. She lays out her proposals to reduce property taxes, lower electricity and utility bills, provide rebates to drivers and eliminate certain property taxes for seniors, veterans and first responders on fixed incomes.
