He was sent there to bring earth things to the place. He got special treatment for bringing earth things to the place. Yet all he has done is drawn an image of shock absorbers over duration of 3 books. Sure he is a cook so not much he can do to even prototype things, but still. Make a bicycle. Basic tesla coil. He is literally there for that purpose. Thus it doesn't make sense he is getting amnesia. Multiple times it was even mentioned that the worlds advance has been stagnating. If it can't be done with system then progress stalls. Sure he brought in slightly different food item, but other than that, 2 tubes all oiled up is his extent of bringing earth tech there.
