- Payne, who had trained under the hospital-police liaison program and knew the policy, ordered the arrest and spoke with Lieutenant James Tracy on speakerphone.
- Body camera and hospital surveillance captured Wubbels calmly stating the policy, turning to leave, and then being grabbed and handcuffed at approximately 2:30 p.m.
- Wubbels was held for about twenty minutes and released; no charges were ever filed, and the incident remained largely quiet until a body camera file surfaced thirty-six days later.
