Sandra Birchmore was twelve when she joined the Stoughton Police Explorers in 2010. By then the department had already had its first look at the two men who would become her instructors. As teenagers in the same program, the Farwell twins were caught playing police with a Crown Victoria and a flashing light, and the record says Billy was counseled, by Robert Devine among others, and nothing more. The chief rejected Billy's application in 2011 in a letter that stayed in his file until the day he was hired in 2017.
Matthew was hired in 2012 and sent Sandra a Facebook friend request that fall, when she was fifteen. This episode counts every chance to stop them, through the dispatcher's notes thrown out twelve days before she died and the State Police interview with no notes. Matthew Farwell has pleaded not guilty to killing her. Billy testified under immunity. Devine denies all of it.
