- Sandra Pruitt found a bourbon cask leaning against the rear fence of Harwick Bonded Storage on a Sunday morning in August 2019.
- The cask bore the stencil number BW-4417-C which Sandra photographed and reported to the sheriff’s non-emergency line.
- Dunmore Creek Distillery had sent forty-eight casks of eight-year bourbon to Harwick in March 2019 under lot number BW-4417.
- Peggy Berry, a twenty-eight-year-old TTB investigator, pulled Harwick’s full inventory and found forty-seven physical casks though the manifest listed forty-eight, with twenty-two entries marked “empty, condemned.”
- Lloyd Davis’s initials appeared on the handwriting attached to the condemned entries and on a weight receipt filed the same week recording a shipment departure.
